Help getting people to sign up on website

Description: I am looking for someone who can help create traffic that will sign up to my service and not just visit for a few seconds. So far, I am doing the marketing. In one month, I have had over 400 clicks with no sign-ups. The google specialist informed me that I should see 10 percent of visitors sign up, but I am getting nothing. So, I need help.
