troubleshoot PHP web app email issue

Description: We are using a php web application installed on windows server 2008 R2 with IIS as a web server and mySQL database.

We’re encountering an issue sending emails through the web application.

right now, when I log into the application by running a browser on the host server itself. If I open https://localhost/... URL, I can send emails. If I open URL by the application DNS name, emails are failed to be sent.
I look for support from an expert to resolve this issue.
