Plugin to auto refresh page, alert when a specific item changes

Description: I want a Chrome plugin which will auto refresh a page, such as https://goo.gl/RdS6A4 , http://j.mp/30H5ILo or http://j.mp/2ZjQ9wt and alert me when a certain thing changes on the page.

This page is the Berlin city website from where one can book appointments. But they don't have many available. I want to keep refreshing the page, and for the plugin to stop refreshing and give me an audible and visible alert when a specific date becomes available (which happens usually because the city has released more dates, or someone has cancelled their appointment). We know it's available because it goes blue and becomes clickable. You can see an example of this when you click next month, and you can see that October probably has lots of available dates.

So I want to be able to define a refresh interval (eg, every 30 seconds or 1 minute); and define a date I want to come free (say, September 16). You will need to be aware of anything which might stop it working – such as message boxes, or Captchas.
