Need a basic app made or plz reccomend options.

Description: I would like a app to be made where people can submit form on there and then check they can check the status of their application through it (e.g they can see what stage it is at)
Also when someone submits information I need it to be programmed to be sent to us as well as other the other person.

Could we also attach a bank escrow to it ? So based on the status we can then release the money to them ?
