- Avanulo is distributing this public Request for Proposal (RFP) on behalf of its client in Ohio, which seeks an instructor/coach for its Master Tan Belt Program.
The Master Tan Belt, also known as an Investigation System Facilitator, is an advanced internal certification that demonstrates expertise in;
1. the facilitation of serious quality investigations
2. an arrival at root cause that is scientifically defensible
3. the development of countermeasures that are effective, compliant, and affordable
4. the preservation of the entire incident in a written form that is suitable to share with third parties, accessible as a reference, and accurate, thorough, and easy to understand and access.
5. The development of documents that communicate, set standards, teach, and ensure proficiency, etc.
Background
• Our client has been on a growth path for several years and expects to continue on this path in the foreseeable future.
• As the organization grows, the work load associated with Quality Management is also increasing.
• To meet the higher demand, our client has added to staff.
• The increase in work, and the task of onboarding new professionals, has taxed local learning and development systems.
• Recently, our client implemented an Operational Excellence Model that includes a certification process known as “Belting”. This process provides an ability to implement locally customized, certifications. One such certification is the Tan Belt, known as Quality Steward.
• Our client desires to improve its investigation, CAPA, and learning capabilities that are associated with achieving Excellence in Quality.
• A key observation is that the skill level of investigators must be enhanced, and that the traditional short courses in technical writing have proven unequal to the task. The resulting conclusion is that investigative leadership, and the technical writing capabilities required of those who provide it, can only be developed using a concerted learning path, over a longer period of time, say 6 – 12 months.
• This thinking resulted in the commissioning of a project to develop a learning curriculum for a certification and role to be known as the Master Tan Belt (Investigation System Facilitator).
Summary Statement of Work
The Instructor/coach will specifically oversee the learning and development associated with Items 4 & 5 above, which is to ensure the writing proficiency of the Master Tan Belt Aspirants (those who aspire to earn the Master Tan Belt).
Our client will entertain every proposal submitted that meets the criteria for submission outlined in the last section of this Request for Proposal (RFP).
The Skills and Abilities required of the Trainer/coach
-Investigative Writing - Ability to write investigative reports and teach others to do so
-Learning Points - That the report includes everything necessary to explain what happened, why, and what has and should be done and no more. - That the report is easy to read, even for those not technically adept in the process discussed.
General Technical Writing
-Ability to write CAPAs, SOPs Job Aids, Training Documents, Check-lists, etc.
-Learning Point - That standards work and clarity of procedure and process are sufficient to ensure learning and prevent first time failure and recurrence.
Native English Proficiency Level
-Have native level mastery of the written and spoken word in English
-Competency Level - That the instructor has mastery of the finer points of written and spoken English and the grammar, syntax, and lexicon thereof such that teaching writing and using speech, lecture and one-on-one coaching as major elements of the learning are not impeded by a lack of mutual understanding - Using the ILR Scale.
Good Professional Standing
-Have a reputation for teaching investigation and/or technical writing
-Professional Achievement - That our client will enjoy the benefit of engaging someone recognized as a professional of character and accomplishment.
Good sample of work
-Provide writing examples and training materials that are effective and that conform to the design of the program
-Learning Point - That the aspirants will see several examples of well-written investigations, SOPs, Job Aids, Training, etc. and that they will receive training and reference materials that are effective, conform to standard adult learning theory, and that meet the learning objectives outlined in the curriculum for Master Tan Belt.
Experienced Instructor
-Provide evidence of capability as instructor and coach
-Professional Competency - That our clients can see third party validation of your ability to teach and to coach. Through accreditation as a bona fide instructor and/or coach, or through ample evidence via learner survey, or other forms of third party review.
Availability
-Be sufficiently present to ensure learning
-Professional Competency - Be available to provide the training in small increments over a long period of time, be available to provide one-on-one, face-to-face coaching of Aspirants and others assigned to coach them. Be available by phone and email, etc.
CDA
-Commit to keeping our client's proprietary information confidential
-Professional Commitment - Agree to keep our client's information confidential and have systems in place to ensure such.
Submission Information
A. Our client will accept for consideration any proposal that meets the submission criteria.
B. Our client may meet with any submitter for 55 minutes to answer questions aimed at formulating the RFP, if requested, and if time allows. If more submitters request this than can be accommodated, group meetings wherein all submitters will be invited may occur. Such meetings would be announced with notice. Please direct questions through the guru site.
C. Our client will distribute this RFP as widely as is practicable, given the timing and expense involved.
D. Our Client encourages the submission of proposals by organizations owned by veterans, women, and minorities.
E. Our Client will generally accept the proposals as is, and reject proposals from consideration, if they do not meet the submission criteria, but reserves the right to seek clarification from submitters.
F. It is expected that submitters will provide only factual and verifiable information.
G. Our Client will follow a formal selection process that involves the review and consideration of all submissions and then the awarding of the “bid” to that firm or those firms that best meet the needs of the client at the time of the decision.
H. The selection is competitive.
I. Overall value will be considered rather than price alone.
Submission Criteria
a. The proposal must include a description of the organization submitting the proposal, which must contain the following as a minimum;
a.1. Legal Name
a.2. Link to Website
a.3. Names of Owners, members, and/or Key Players
a.4. History of the organization
a.5. General explanation of why the organization is qualified to provide this service
a.6. Name of Instructor/coach
a.7. Background of Instructor/coach – CV, etc.
a.8. Age of organization
b. The proposal must include a self-assessment of the Instructor/coach using the 8 criteria noted above to include an explanation of the reasoning behind each element of the assessment (the self-assessment is attached.
c. The must include an instructional plan, learning materials, testing materials, and training and coaching plans and calendars, when on site, when remote, etc.
d. The plan must include total cost, and billing and fee structures.
e. The plan must be submitted via the guru site no later than midnight, Friday, April 26th, 2019.
f. The plan must be submitted as an attachment.
g. The plan must be a searchable pdf in 8.5 by 11 format.
