- Bidding on this projects assumes that (1) the developer has experience with Audio/Visual conferencing development; (2) NATIVE Mobile App development for IOS and especially Android; (3)can produce a final product that is acceptable to Apple and Google Stores and is commercially viable; and (4) can produce and complete a final product on schedule .

THE PROJECT
As indicated below, the project's tasks are to:
1. Develop a Mobile NATIVE (APPLICATION) for IOS, Android, and other Mobile Devices
2. A/V conferencing is the foundation for the application. Other features are one way A/V recording, two person and multiple user A/V conferencing, text, chat, e-mail and GPS locator.
3. Incorporate and embed "BLUETOOTH" connectivity into the application for auto detect and connection with other Application users, Professionals and Customers.
4. Ensure encryption for all the App's communications, information, and storage.
5. Ensure that App's features are adapted to, and controlled from, client’s servers.
6. The App, will have a "Professional" and a "Customer" version.
APP FEATURES
Unless otherwise indicated, all the apps Mobile features will be available on both Professional and Customer versions. It has been determine that:
7 The App’s interactive Audio/Visual conference is the foundation feature .
8. The App's one way video recording feature will be available in Professional and Customer versions. The feature will be integrated with GPS and should capture date, time and location of the event recorded.
9. (a) The two way A/V conference can only occur if the Customer is contacted by a Professional.
(b)The Professional (Multiple Person) conferencing feature will be reserved exclusively for “Professionals" to conference with other “Professionals .”
10. All Professionals will be assigned a common username ("Professional"). All Customers will be instructed to enter this username into their contact list. "Professionals" will be the ONLY username in the Customer’s contact List. The App cannot be use for social communication or to communicate with anyone other than a Professional.
11. Only when contacted by a Professional and Connecting to the Application will Customer be able to use the A/V Conferencing feature.
12. When the Professional logs into the app, will they will be able to immediately start a one way video recording of their interaction with a Customer, the immediate environment, date, time and location will also be recorded.
13. A Professional within thirty yards of a Customer will be able to send a Push and Local notification signal notifying the Customer that the Professional wishes to establish a two way interactive A/V conference with them. The Customer will then accept or reject the request to conference.
14. At the end of video recording or conference a unique ID number of the recorded session will be assigned to the session. The Professional and/or the Customer will touch a button to submit the recording to the client’s server.
15. If an A/V conference or Recording is involuntarily interrupted, the recording of the event will automatically be transmitted to client’s server.
16. Super Administration Control for the App will be developed as part of the project.
SPECIFIC USES
17. Professional and Customer versions of the application will have the option of transmitting images via the device camera or to a external wireless camera.
18. The APP will use "Bluetooth" connectivity, to detect, contact and communicate with other APP users within 30 yards.
19. The APP will integrate and use GPS technology to automatically record location, date, and time of any and all APP activity for Professional or Customers.
20. The Professional version will be able to e-mail the Professional photo ID to the Customers APP for proper ID.
21. Only the "Professional” version will have the "Blast" e-mail feature as an Emergency Alert and Alarm for assistance and backup. GPS information will be contained in the communication identifying their location.
22. Customers will be able to use e-mail to send requested documents to the Professionals.
23. Only Professionals will have the option of using an auto greeting to introduce themselves to Customers and provide necessary instructions.
24. Customer’s APP will have the option of using an auto greeting to respond to Professional’s attempt to initiate contact and communication.
25. The application features will have the option of being adapted and integrated for use by drones.
CHALLENGES FOR THE PROJECT
1. Option to alternate A/V stream from device camera to an external wireless cameras.
2. Use the device's or an external GPS to capture date, time and location of recording and assign unique ID number.
3. The Professional version of the application will detect Customers presence within 30 yds proximity.
4. Connectivity will be transmitted only between Professional and Customer versions to restrict the App to official use only and negate social communication.
5. All testing and verification of the application’s functionality should be on Client’s Servers.
6. The Application should be functional across multiple platforms (ie, IOS, ANDROID, and other mobile device platforms).
7. The Application should accommodate the appropriate number of CONCURRENT users to be functional in a commercial environment by the general population.
8. The A/V API used will be open source or have a no license fee.
Time for project completion is 90 days.
