Verification of PCB design in Eagle

Description: Currently I need to verify PCB design I have made in Eagle. According my limited knowledge there is no connection between VCC and GND pin on ESP32 in design, but on a final produced board I have shoretage even at the moment when no componets are assembled. PCB has been produced in qty of 20 pcs by a pretty good company and I have the same problem on all 20 pcs. Which probaly means that I have made some mistake in design. BUT - can not find it. Files attached I will apreciate help with that. And I am looking for someone for long term cooperation as I need to concentrate on development of software and mechanical side, PCB design is not my best skill.
