GIS shapefile import including Python

We have a database of two series of shapefiles. The two series have been combined with one taking priority over the other when the shapefiles overlap the same geographical areas. This is on a US national coverage area.

However, this new project is introducing a third set of hand-drawn polygons using google. https://www.google.com/maps/d/u/1/ It's not many, just 140 new shapefiles. It appears I can export the shapefiles I drew as KML or KMZ. This is for a single metro area only.

I need for you to take what I have drawn using google, convert/save them in the format you need to bring them into our system, then give this new third set of shapefiles priority over any of the prior shapefiles when geographic areas overlap.

In other words, when my hand-drawn shapefiles land where a prior shapefile was, my new shapefiles replace them. In all other areas the prior shapefiles remain in the system.

We have a fairly complex system that uses these shapefiles to draw in entity data based on each lat-long point and complete very complex analyses. This is not your job--just getting the new polygons into the system and removing geographic redundancy.

Post your hourly rate, but give me a solid estimate of hours needed for this project.

I see 2 steps here:
1. Import hand drawn polygons into the database assigning them a level=9 so they can take priority over existing shapefiles.
2. Change the GIS assignment process to use level 2 (existing shapefiles) & 9 (new shapefiles), and where the property is in more then one polygon use level 9 polygons.

The existing GIS backend programming is done in python so these skills are required.
