I'm looking for an iOS and Android mobile application to be created.

Need a welcome page displaying our logo with a settings button.
On entering the settings screen the app should scan a QR code with encrypted json data array which will contain settings for the app (including URL, branding, API Key etc.) The app should store these settings but be replaceable by going to the settings and re-scanning another configuration QR Code.

The usual application (once settings QR code has been scanned) should scan a QR code and send as an HTML POST API request to the URL within the settings payload.
The API server will return a JSON payload including text to be displayed on the screen. We'd like to return a field with HTML to enable us to control the page formatting. One element in the payload will be the delay for the response to remain on the screen before being ready to scan again.

We'd also like a toggle button to enable the camera flash to be on when scanning QR codes to help the scanning.

This should be a very simple app - posting the QR Code to an API and displaying the response while being ready to scan the next code. Our intent is to use this to support entry into sports grounds scanning tickets. The application needs to be fast and easy to use - but also conscious of battery life. We do not want to keep the camera scanning but enable it to be activated easily.

We'd like to build the iPhone app first and then have this copied to an android app matching functionality. We'd like this built in the latest swift version in iOS.

Response to API will have:
MESSAGE - containing HTML to display
DELAY - number of milliseconds to display HTML before returning to scanning
BACKGROUNDCOLOR - hex code of background text (am ok containing in MESSAGE if easier)
