Description: REQUEST FOR PROPOSAL TO DESIGN

Project Scope
A. Provide design documents necessary for construction of a project described herein and other specific tasks as further defined by this request for proposal (RFP).
B. Design: Provide architectural design and documents need to allow for fabrication of a shopping plaza made out of fabricated shipping containers (using 20 or 40-foot-high cube containers)
C. The overall land measures 40 by 80 foot with at least 3 foot along the perimeter left open for walkways.
D. The building will have four floors with the top level (roof of top containers) being an open restaurant area. The first two floors will consist of small shops (8 feet by 10 feet, each 20-foot container producing two such units). The third and fourth floor will be rental units consisting of a combination of one and two bedrooms(Approximately 75% one bedroom units and the rest two bedrooms). Each unit will be self-contained with a standing shower, a seating place, shower, and toilet but no kitchen)
E. The design should be modular consistent with the nature of the raw materials used (shipping containers). As such, the construction and layout should be simple to allow for placement of containers in a “lego” like structure and to allow for easy future relocation
F. To allow for future expansion the design should be modular (plug and play).
G. Electrical design, water, internet, and other amenities should all be plug and play in design to allow for easy connection to the grid.
H. The walkways and side cladding should be easy to assemble on site.
I. Design concrete floor foundation slab upon which the containers will rest.
J. We envision very little welding needed and more bolting to connect the pieces. K. The design documents will be turned over to the building contractor to complete the construction. There might be opportunities for the designer to act as owners engineer during the construction to ensure his or her design and vision are completed per specification.

DELIVERABLE

F. Construction Drawing Preparation - Mandatory material and equipment schedules and details may be indicated either on the drawings or in the specifications. The construction drawings shall include a coordinated set of the following:
1. Civil engineering drawings including demolition plans, grading and drainage plans, paving plans, utility plans, schedules calculations, and details.
2. Landscape drawings including demolition plans, landscape plans, plant schedule and list, special landscape elements, proposed materials to be used for each special landscape element, calculations, and details.
3. Structural drawings including foundation plans, framing plans, schedules, and details, including general notes and all calculations.
4. Architectural drawings including floor plans, building elevations, building sections, wall sections, reflected ceiling plans, stair details, toilet and bath details, door schedules and details, window schedules and details, room finish schedules.
5. In the food shops(see attached diagram) fire protection drawings including floor and roof plans, riser diagrams, equipment schedules, and details, including general notes calculations and all related calculations.
6. Plumbing drawings including floor and roof plans, riser diagrams equipment schedules, plumbing fixture schedules, and details, including general notes, and all related calculations.
7. Electrical drawings including site demolition plans, site, floor and roof plans (power, lighting, and other systems), one-line diagrams, panel schedules, equipment schedules, light fixture schedules calculations and details
8. Billboard drawings and project visuals. This is to be used on site to elicit interest as part of a marketing initiative. As such it needs to be visually appealing providing an easy understanding of what is coming up on site and contacts in case of queries. This must be in place on day one.
L. Construction Specifications:
A. Project specifications shall include specifications for all products, materials, equipment, methods, and systems shown on the construction drawings by standard professional practice. The specification submitted for review shall include:
B. The name of the manufacturer, the product name, model number, or other identification as appropriate to identify the product that will be used in the construction of the project;
C. Other data as appropriate to identify the product that will be used in the construction of the project, i.e. shop drawings, product data, and samples where applicable.
D. The required stamp of the licensed architect or engineer of record will be considered as certification of compliance with the RFP requirements.
E. Design Requirements - Compliance with codes and standards.

Selection Criteria and Weightings
A. General proposals will be evaluated, and the award will be made by both cost and technical considerations most advantageous to us. In descending order of importance evaluations will be based on:
i. Design and build cost (most efficient)
ii. construction management
iii. past performance

Technical Evaluations:
All technical factors when combined are approximately equal in importance to cost or price.
Evaluations will be based on the following technical weightings in descending order of importance:
60% - construction design, management including corporate project experience, personnel experience, technical/management approach
20% - past performance
10% - schedule
10% - Experience or access to structural or electrical engineering skills. This is to allow for the provision of a turnkey project that is well documented, and that can pass all preconstruction certifications.
