So you have 36 numbers and the 0

Kolom 1 haves 12 numbers from 1-12
Kolom2 have 12 numbers from 13-24
Kolom3 have 12 numbers from 25-36
And row

Row 1 numbers : 1, 4, 7, 10, 13, 16, 19, 22, 25, 28, 31, 34
Row 2 numbers : 2, 5, 8, 11, 14, 17, 20, 23, 26, 29, 32, 35
Row 3 numbers : 3, 6, 9, 12, 15, 18, 21, 24, 27, 30, 33, 36

so if the roulette number did not hit kolom1, kolom2, kolom3 ore row 1 ,2 ,3 for 9 time than you need to put money on that kolom ore row and it will need to increase the money see list till the kolom or row is fallen
so if kolom 1 is not fallen for 9 times bet 0.10 cent on kolom1
if kolom 1 is not fallen for 10 times bet see list on kolom 1
if kolom 1 is not fallen for 11 times bet see list on kolom 1
if kolom 1 is not fallen for 12 times bet see list on kolom 1

when the number kolom 1 is fallen the process need to restart it need to w8t when kolom 1 is not fallen for 9 times
