Description: I want to create an app where the user can manipulate a 3D house by turning/rotating it. He also can click on some "parts" of the house and an action will be triggered (pdf open, video playing, pop-up message..etc).

if I provided the 3D file, in which format do you need it ?

The app has to be in ActionScript 3, using Adobe Animate CC for AIR Desktop or Flash Player. It will be on a touch screen computer so it needs to be "touch" friendly.

Not urgent. I need to know how much could it cost at the moment, so make me some proposals.
