I need a programmer JAVA to fix an app

Description: A programmer built an app for me but he did not test, fix, test, fix and it is incomplete and it is missing vital features. For some reason, he did not trust my vision and now I have an app that is not complete, has misplaced items, and that is missing two vital features.
I can provide the original files, videos demonstrating what is happening - freezing up, navigation now working and a powerpoint that demonstrates what the app is supposed to do. Please don't make a proposal if you cannot help me.
