Description: I need to create a lead matching and email distribution tool - in PHP as I believe this will be robust enough but open to steer.

The leads will be entered using a form which is in two sections, one section of the form will have fields which will act as merge fields for the email template. The other section of the form will have fields containing criteria that will be used to match with and create the distribution list.

We will have a partner database which will contain records and which criteria within each category they would like to match against. it'll just be a simple series of AND & OR statements. Which will refine down the partner match list for each lead and then the email template can be fulfilled through sendgrid or similar to the list of matched partners.

we've created this using python previously so we know the logic inside out we just need someone to create this in a more robust language to increase accuracy and allow us to eventually integrate this to our CRM and such.
