Android Dialer App that Plays MP3s

Description: I would like a way to set my outgoing voicemail greeting to be an MP3 such as these:

But there doesn't appear to be any upload function. So, I'm interested in an app which has a dialer so I can call my VM, specify that I want to rerecord my greeting and then plays a selected MP3 through the phone. Should be super simple for a a competent programmer
